RULES/REGULATIONS

The 2017 season starts on August 1. The age of your oldest player on April 30th, 2017 will determine your 2017 team age (USSSA Baseball Age Calculator). All teams need to re-register for 2017 beginning August 1, 2016. You can register your team at www.usssa.com.

  1. Please note that sites/locations may change without notice due to field availability. Also, tournaments may play Sunday games at alternate locations due to field restrictions. If a tournament is cancelled for any reason, USSSA and Nevada Baseball Tournaments have no financial responsibility other than to refund the entry fee for the cancelled tournament.
    Every effort will be made to complete the tournament, but in the event the tournament cannot be completed we will refund on the following criteria: A full rainout and no game started a full refund; 1 game played a 1/2 of entry fee refund will be issued; 2 games played no refund will be given. The tournament director has the right to alter schedules, adjust time limits, or adjust the number of playoff participants in order to complete the tournament.
     4 innings or 1 Hour constitutes a complete game when delayed for any reason or called off due to inclement weather.
  2. When entering a tournament you need to know that no refunds will be given to a team that drops out of the tournament 10 days prior to the start of the tournament or after the brackets are published, whichever comes first.
  3. Registering for a tournament does not guarantee that you will play your games at Big League Dreams Park (BLD) . Field restrictions and size of various age groups make it impossible to schedule all games at BLD.
  4. All teams participating in USSSA leagues and tournaments must have a team insurance policy.
  5. Any team winning a tournament from Fight On 2016 to April 1, 2017, will receive a World Series berth. Team rosters and players are not frozen until April 1. The only exception to this is players and teams with Elite World Series berths. Note that players frozen to a major team can be released, but they must go to another major team. They cannot drop down in class to a AAA or AA team.
  6. Teams that win a “AAA” Division 3-Day Tournament owe a play-up tournament at the major level. A team that wins a AA Division 3-Day Tournament must play a tournament at the AAA level. The play up should be in the next available tournament that the higher division is offered.
  7. All teams must report to their fields or registration desk one hour before there scheduled games times.  When circumstances arise where we can start early through out the day or tournament, teams must be prepared to start at least one half hour before there scheduled game time, this is to keep the tournament moving along at all times.
  8. For all tournaments, any team may register, regardless of the # of registrations. Registration will get you listed in our “Teams Participating” section.
  9. In terms of payment, All Payments are final, not transferable and no refund.
  10. NO METAL CLEATS ARE TO BE WORN ON BLD, ARROYO GRANDE 5-8, OR DESERT BREEZE MOUNDS
  11. For three-day tournaments, we need at least 5 teams in each classification (AA, AAA, MJ) to keep them separate from one another, and for two-day tournaments we need at least 4. When those numbers aren’t reached, we combine the classifications into an “open” division. Usually, the AA’s are able to be kept separate and the AAA’s and Majors are combined.
    Please note: Our tournaments sometimes begin play as early as 7:45 AM on all days of the tournament and may go as late as 9:00 PM starts. Teams must be prepared to play at any time during the day. No entries will be taken contingent on playing only at a certain time and no changes will be made to posted schedules because you are playing later or earlier than you would like.

    Requirements for a Mercy rule are as follows
    :

    6 inning game:
    15 runs after 3 Innings
    8 runs after 4 Innings
    7 inining game:
    15 runs after 3 Innings
    12 runs after 4 Innings
    8 runs after 5 Innings
  • Players may only play on one team during USSSA tournament weekend.
  • Teams must have non-duplicating number on their jerseys at least 4 inches in size.
  • Rainout policy is as follows. No games played- 100% refund or credit. 1 Game played- 50% off future tournament. 2 games played- no refunds.
  • Home team will be determined by a coin flip in pool play. In playoffs, higher seeded team will be home team.  Each team will provide a scorekeeper with all changes going through home plate umpire.
  • All conversations with an umpire should be conducted after a time out has been called and be held in a calm and professional manner.  Verbal abuse of an umpire will not be tolerated and may result in ejection from the game.
  • An ejected manager or coach must not be in the area of the field after being ejected or during the pre-game or play of the suspended game.  Any manager or coach caught continuing to coach after being ejected or suspended will be suspended for an additional period of time.  Any player ejected from a game is subject to a one game suspension at the tournament director’s discretion.
  • Managers and coaches are responsible for the conduct of his players and fans.
  • Any team knowingly using illegal players shall be subject to discipline ranging from forfeiting a game, ejection from tournament and suspension from all USSSA sanctioned leagues and tournaments for a one year period.
  • Any team forfeiting a game may not advance to playoff rounds if it is determined that it is beneficial to that team with regards to runs allowed/differential etc.
  • All protests will be ruled on immediately and all decisions are final and once the next pitch is thrown, team loses right to protest.
  • Absolutely, no pre-game infield on any of the fields.  Warm-up may only be conducted in foul territory and the outfield!!!
  • Director of the tournament reserves the right to change locations of tournament games.
  • No mechanical noise makers are allowed at USSSA tournaments.

GAME REGULATIONS

  • Sporting News rules, along with the USSSA Rules shall apply.
  • Once an inning begins, it must be completed.  However, if the home team is ahead and batting when time expires, the game is over and the inning is not completed.  Also, when the winning run crosses the plate the game is over and no other runs are counted except in the case of a homerun, all runs will count.
  • Extra innings are played if there is still time on the clock.  If time expires in a tie game in pool play, game is a tie.
  • Every effort will be made to finish tournament but in case of park curfew, rain, darkness or other acts of God, the Director reserves the right to shorten games and/or modify schedules.

LINE-UPS

  • Teams may elect to bat 9 AND OR 10 players with the 10th player being an EH.  (The EH is considered a defensive player and may switch in and out defensively).
  • Teams may also bat their entire roster.  (If a team bats their entire roster or has no subs when a starter is injured, then an out is recorded each time the injured player’s spot comes up).
  • A player who has left a game for any reason cannot return to the game.
  • Starters may re-enter one time only in their original spot.
  • Only ages 15u and up may use the DH.
  • Any player arriving after the game has begun, shall be added to the bottom of the batting line-up.
  • Teams may play an official game with an eight (8) player line-up. If a team plays with an eight (8) player line-up, an out shall be declared for the ninth (9th) position in the batting line-up each turn at bat.

PITCHING REGULATIONS

  • One pitch to a batter constitutes an inning pitched
  • Once a pitcher is removed from the mound, he may not pitch again in that game.
  • On a weekend tournament, pitching does not recycle for the playoffs.  
  • Pitching Violation: It shall be the responsibility of each team manager to challenge pitching violations by notifying the Umpire-in-Chief and filing a protest.  The protest may be filed at any point after the pitcher in violation exceeds his legal limit AND while the pitcher in violation is in the game and in the pitching position.  Any violation for exceeding the maximum innings allowed shall result in the player being removed from the mound and the automatic ejection of the offending manager for the remainder of the game and his next scheduled game.

BATTER

  • To intentionally walk a batter, a coach simply needs to inform the umpire and point to first base.  No pitches are thrown.

RUNNER

  • At any time, the offensive team may use a courtesy runner for the pitcher and catcher of record the previous inning on defense. The courtesy runner must be a player not presently in the line-up. If no players not presently in the line-up are available, the courtesy runner shall be the player making the last batted out. The re-entry status of the courtesy runner, pitcher, and catcher shall not be affected by this rule. If at any time, a courtesy runner is determined to be ineligible, a proper replacement pursuant to these rules (if available) will be used without penalty.
  • For teams using a continuous line-up, the courtesy runner shall be the player whom recorded the previous out. If no outs have been recorded in the game, the courtesy runner shall be the previous batter not on base.
  • A courtesy runner may only run one time per inning. 
  • It is the base runner’s responsibility to avoid contact with the fielder when the fielder has the ball. 
  • Slide or attempt to avoid is in effect at all times when fielder is in possession of ball (Leaping or jumping is not attempt to avoid contact).
  • If a player leaving the game is a runner and no legal substitutes are available, the runner is declared out.

SEEDING DETERMINATION

1. Head to Head – Tied Teams  (not valid if all tied teams have not played each other)
2. Runs allowed
3. Runs scored
4. USSSA Points
5. Date Team Entered USSSA
(Once advanced past one tie breaker, you don’t go back to a previous tie breaker.)

EQUIPMENT

  • Penalty for use of illegal bat: 1st Offense – If the umpire discovers that the bat does not conform to USSSA Rule 7.01C until a time during or after which the bat has been used in play, it shall not be grounds for declaring the batter out and/or ejection from the game. If the umpire discovers that a bat has been used to put a ball in play and before the next legal pitch, the defensive team will have the choice of the result of play or the batter being called out and all runners returning to the base occupied before the pitch.  2nd Offense – If a team is found in violation of this rule a second time, then the manager will be ejected in addition to the 1st offense penalty.

8u Rules
Effective immediately there will only be 3 coaches allowed in the dugout at USSSA games. All assistant coaches must be listed on your team’s online roster on www.usssa.com under the “Coaches Listing” option. In addition, no one other than official coaches and players are allowed in the dugout at any time. 

Effective immediately players playing up in age can not play up any more than 2 league ages. For example a 12U player could play up to 14U but not to 15U.

GAME

  • No new inning after 1:30 or 6 innings whichever comes first.  Exception: In pool play, if game is tied at the end of 6 innings and there is still time on the clock, extra innings are played until time expires.
  • Nine (9) defensive players shall play in the field.
  • Mercy rule:  15 runs after 3 innings, 8 runs after 4 innings

BATTER

  • Bunting is allowed
  • To intentionally walk a batter, a coach or fielder just needs to inform umpire and point to first base before a pitch is thrown to the batter.
  • A batter is automatically out on a dropped/missed third strike by the catcher.

PITCHING

  • Pitching distance shall be 40’ and the bases shall be 60’
  • Pitching restrictions are 6 innings in a day /no more than 9 innings in a tournament

RUNNERS

  • No lead-offs.  Players cannot leave base until after the ball crosses home plate
  • Runner may steal after ball crosses the plate.  If a player leaves early and is thrown out, they are out.  If they are safe: 1st offense, they must return to previous base: 2nd offense in the same inning they are out.  If the ball is hit, the defensive team has the option of the result of the play or dead ball and runner returns and hitter hits again.
  • Once the ball is thrown back to the pitcher by the catcher or any fielder at the conclusion of a play, at the umpire’s judgment, all base runners must return to their previous base if they are not at least halfway to next base.
  • Stealing home is not allowed. Runners may only score on a hit or when forced to score by a walk, HBP, or award from the umpire.  Runners shall not advance from third base to home on passed balls, wild pitchers or dropped/missed third strikes by the catcher.

9u-14u Rules

Effective Feb. 1, 2015, all regular 14U So NV USSSA tournaments will be BBCOR or wood bats only. This will not apply to Super NIT’S or World Series events. If you are travelling to an out of state tournament, you should check with the tournament director to see what bats are allowed.

GAMES

  • 9u/12u No new inning after 1:45 or 6 innings whichever comes first.  Exception: In pool play, if game is tied at the end of 6 innings and there is still time on the clock, extra innings are played until time expires.
  • 13u+ No new inning after 2:00 or 7 innings whichever comes first.  Exception: In pool play, if game is tied at the end of 7 innings and there is still time on the clock, extra innings are played until time expires.

MERCY RULES

  • 6 inning game – 15 after 3 innings & 8 after 4 innings
  • 7 inning game – 15 after 3 innings & 12 after 4 innings & 8 after 5 innings

PITCHING

  • 9u / 12u – 6 innings in a day 9 in the entire tournament.
  • 13u & 14u -7 innings in a day 11 in the entire tournament.
  • Leniency on balks in 9u.

EQUIPMENT

  •  No Metal cleats will be allowed in divisions 12u and below.
  • The catcher shall wear all appropriate protective gear including a catcher’s helmet with facemask and either a built in extended throat guard or a separately attached throat guard, chest protector, shin and / or leg guards, and protective cup. In age divisions 9u – 12u, the catcher’s helmet shall fully cover both ears.
  • Max barrel in ages 9u-14u is 2 3/4.

16u & 18u Rules

LINE-UPS

  • Teams may bat a nine (9) player line-up, a ten (10) player line-up using an Extra Hitter (EH) or a continuous line-up of all present uniformed players. Such line-up must be declared before the start of the game and used the entire game.
  • If the Extra Hitter (EH) is not be utilized, then the Designated Hitter (DH) may be utilized.  A DH may be designated for any one starting player (not just pitchers) and all subsequent substitutes for that player in the game.
  • A starting defensive player cannot be listed as the DH in the starting lineup.
  • A DH for said player shall be selected prior to the start of the game, and his name shall be included on the lineup cards presented to the umpire-in-chief and to the official scorer.
  • Failure to declare a DH prior to the game precludes the use of a DH in the game.
  • If a pinch hitter or pinch runner for the DH is used, that player becomes the new DH.
  • The player who was the DH may re-enter as the DH under the re-entry rule.
  • A DH and the player for whom he is batting are locked into the batting order. No multiple substitutions may be made that will alter the batting order.

The role of the DH is terminated for the remainder of the game when:  (1) The defensive player, or any previous defensive player for whom the DH batted, subsequently bats, pinch-hits, or runs for the DH;  (2)  The DH or any previous designated DH assumes a defensive position.

EQUIPMENT

All bats for 14u – 18u divisions must be a bbcor bat limitations including a length to weight ratio no greater than negative three (-3) ounces.

PITCHING REGULATIONS

  • There are no pitching restrictions.

All participating teams in a  Nevada Baseball Tournament acknowledge that all pictures taken by a Nevada Baseball Tournament Director may be used for promotional advertisement through signage, social media, web ads, tv ads, and etc.
